Procurement Operations has the sole authority to negotiate for the purchase of supplies, equipment, and services for the Houston City College System. Our goal: Promote the best interests of HCC and the people it serves through intelligent action and fair dealing, all with an eye for minimizing cost and obtaining the maximum projected value for each dollar spent.

The Mission of the Procurement Operations Department is to promote transparency in the public procurement process by maximizing competition, ensuring best value and supporting small business participation; while meeting the needs of Houston City College students and client departments.
The Procurement Operations Department’s Vision is to bring value to Houston City College through professionalism, to identify and complete relevant sourcing and revenue opportunities, and to become a world class - model public procurement department.
As the nation’s leading Community College, the Purpose of the Procurement Operations Department is to meet the needs of our client departments in order to ensure the highest quality education and promote student success.
