When you take classes at Houston City College, you'll pay up to 75% less than you would at a four-year Texas university.
Understanding the Cost
For all academic programs and classes (link to filtered program view) at HCC, you pay a cost per semester hour. Your residency status determines the cost per hour.
- In-district resident: $84.50 per semester hour
- Out-of-district resident: $180.50 per semester hour
- Out-of-state/International student: $227 per semester hour
All Continuing Education program have a flat cost, which will depend on which program you're taking.

The fees are found below by choosing "in-district," "out-of-district," or "out-of-state." - Fees calculated above include Tuition, General Fee, Technology Fee, Student Activity/Services Fee, and Recreation Fee.
- Beginning Fall 2022, HCC will reinstate the Distance Education Fee of $42 per course for Online Anytime and Online on-a-schedule courses.
- Beginning Spring 2024, In-person class, Hybrid Lab and Hybrid Course at Katy Campus will be charged a $5 per credit hour Building Use Fee.
Third Attempt Enrollment: Students registering for a course three or more times will be assessed an additional fee.
Residents of the Houston City College (Houston ISD, Stafford MSD, part of Missouri City, Alief and North Forest ISD) service area are considered in-district for fee purposes if they meet the basic residency requirements. Questions concerning residency requirements should be referred to the Campus Admissions Office or the Registrar.

Semester Hours & Residency Explained
The total amount you pay each semester will depend on how many credit hours you are taking and where you live.
Use the academic catalog to figure out how many hours you'll take each semester. Find your program and look for the "Semester Total" amount, which is the number of semester hours you'll enroll in.
In most cases, one class is three semester hours. So if you're taking five classes that are three credit hours each, you will take 15 semester hours.
Your residency is based on where you live. When you apply for admission, we'll confirm your residency status based on your address. Additionally, you can check your residency status when you log in to your My Eagle Student Account and view your residency classification on the Financial Account Tile.
- In-District: You live in Alief ISD, Houston ISD, Stafford MSD, or a certain part of Missouri City. These areas make up HCC's taxing district, and if you live here, you're considered an in-district resident. You must live at a street address in HCC's taxing district — PO boxes and dorm addresses don't qualify.
- Out-of-District: If you live outside HCC’s taxing district, you're considered an out-of-district resident.
- Out-of-State: If you live outside of Texas or you've lived in Texas for fewer than 12 months, you're considered an out-of-state resident. If you're a veteran or a military-affiliated student, talk to the Veterans Services offices (link to 4.5) to discuss your residency classification.
To be reclassified as a resident (after one or more years of living in Texas), you must notify HCC that you meet the requirements and submit documentation through the Change of Residency Petition Form.

Apply for Financial Aid
This is the most important step to lowering your cost to attend HCC. When you apply for financial aid, you'll be considered for scholarships and grants (which you don't have to pay back) and low-cost loans.
Apply for Scholarships
You can apply for additional scholarships from the HCC Foundation, which can help give you an extra boost to pay for school. You can also apply for the Eagle Promise Program (link to 3.2.3), which will help bridge the gap between your financial aid and what you owe.
